Mr. Shone Webb, with his thick portfolio of victim service experiences over the last 19 years including time within the U.S. Department of Veterans Affairs, has taken up the role of the 113th Wing DCARNG Sexual Assault Response Coordinator. Add to this, the appointment of Ms. Rukayat Edu, who brings valuable experience as a victim advocate from Prince George’s County’s non-profit sector, serving the homeless and youth.

The inclusion of personalities with diverse backgrounds and experiences is a promising move, considering the complex spectrum of survivors. As Mr. Webb rightly puts it, “National Guard members need to know that they are heard and know there are resources available should things happen.” Ms. Edu also heralds the role of victim advocates saying, “We genuinely care about the well-being and recovery of the victim,” indicating the determination to break the silence.

Sexual assault is portrayed as a broad category, identified as intentional sexual contact characterized by coercion, force, abuse of authority, threats, and intimidation, or when the victim cannot agree. This category covers a myriad of offenses under the Uniform Code of Military Justice (UCMJ), including rape, forced sodomy, aggravated sexual contact, among others, or attempts to commit these acts.
Reporting Options: The Subtle Parts
An important feature of the program is the provision of two distinct reporting options: Unrestricted and Restricted Reports. Unrestricted Reports allow victims to make known their experiences maintaining their anonymity. Following such a report, investigations are initiated, the command chain notified, and the victim availed of various support services.
Under the cloak of Restricted Reports, the victim can anonymously report the crime to pre-specified individuals, thereby bypassing an immediate investigation. This procedure ensures the victim’s confidentiality while still providing access to legal advice, medical treatment, and advocacy services.
Making no report is also an option given to survivors. However, general conversations about the incident can trigger an independent investigation. Nevertheless, this is inapplicable when reporting to the SARC, a VA, or a healthcare provider.

With the incorporation of these new roles and procedures, the role of the SAPR program within the D.C. National Guard has become even more crucial.
